It is not wildly off, but I would want either very clean cosmetics, proof of service, or included original bits to feel fully comfortable.
The Delta 60 is well-liked for easy, listenable sound and proper British hi-fi build, so it remains a worthwhile buy if the amp is healthy and unfussy in use. The upside here is that good examples still make a very capable, musically satisfying starter or secondary amp, and clean older Arcams do have a steady following; just make sure there’s no crackle, channel imbalance, or switch noise before paying near the top end.
